The City of Island City is a part of the Island City Area Sanitation District (ICASD).  This Special District covers more area than the city and urban growth boundaries.  The purpose of this special district is to serve Island City and closely surrounding areas with wastewater disposal.  The ICASD is a lift station system that pumps all wastewater to the La Grande Wastewater Treatment Plant.  There are a total of four (4) lift stations in the system.

The ICASD has it's own governing board, made up of 5 board members, elected from the public during the Special Elections.  Each odd numbered year, the Board elects a Board Chairman from its members.  The current board members are as follows:
